How she makes it

She fills the pot, she does something else, she comes back. There is no measuring. When I asked her how she knows, she said the tea tells you, which is not a useful answer but is also not wrong.

What she is actually doing is under-filling the pot and over-filling the leaf, then pouring early. Strong tea, short steep. It is the opposite of the way it gets written on a packet.
